Representation to Council
Written submissions to Council regarding the proposed bylaws will be accepted, if received before 4:30 pm Wednesday, March 4, 2015 addressed to CAO, Village of Caroline, Box 148, Caroline, AB T0M 0M0 or verbal representation can be arranged by calling the Village Office prior to 4:30 pm, Wednesday, March 4, 2015 at 403-722-3781.

ANIMAL COMPLAINTS

The Village of Caroline has an Animal Control Bylaw that regulates cats and dogs within the municipality. Owners of an Animal that runs at large are guilty of an offence and punishable on conviction within the municipality. Alberta Animal & Municipal Enforcement Services for Animal Control are contracted to enforce the bylaw within the municipality. Animal Control Complaint Forms are available at the Village Office or online at www.albertaanimalservices.ca.

BUSINESS LICENSING

The Village of Caroline “BY-LAW #2014-001,” to license and regulate certain businesses, trades and occupations within the Village.

  • Simplified applications for Home-based businesses,
  • Additional time to pay/renew licenses each calendar year,
  • Fees will be reduced for licenses.

WATER, SEWER and GARBAGE SERVICES

The Village of Caroline “BY-LAW #2014-002,” A By-Law of the Village of Caroline, to provide for the construction, regulations, control and operations in the provision of Municipal Public Utilities.

  • Change in the garbage collection rate to $19.50/month from the current $10.80/month,
  • Provisions to allow commercial properties to have third party garbage collection,
  • Change in the sewer rate to $21.20/month from the current $18/month,
  • Change in the water rate to a base of $20.23/month(10 cubic meters) and $2.02 per addition a cubic meter, this is a change from the current base of $17/month(10 cubic meters) and $1.70 per addition a cubic meter,
  • Bulk water rates will remain the same.

ANIMAL TAGS

Animal Tags are now available in the Village Offices for 2015; as per By-law 2013-002 (Animal Control By-Law) the early payment fee will be extended to Friday, February 13, 2015.

COUNCIL MEETINGS

Village Council meets regularly on the second and fourth Monday of every month at 7:00 pm at the Village Office Council Chambers, but if Monday is a holiday the meeting will move to the Tuesday of the week starting at 7:00 pm; with the exception of one meeting for the months of December and July, when the Council meeting will be held on the 2nd Monday, commencing at 7:00 pm and in August whereby the Council Meeting will be held the 4th Monday, commencing at 7:00 pm.

All are welcome to attend, however those requesting to address council are asked to contact the Village Office to place your matter on the agenda.


GARBAGE PICK-UP CHANGES

Be advised that as of December 1, 2013 commercial properties will now only receive garbage pick-up once per week.

As per Utility Bylaw 2010-06 Part 2, Section 6 c ii the Village of Caroline will no longer be offering garbage pick-up service on Monday and Friday during the week rates will be adjusted the “per 1x week PU” rate with the three bag limit. Additional bag tickets are available for purchase from the Village offices during regular business hours.

The Village will also be allowing any Commercial and/or Industrial zoned property with a valid Business License requiring additional service to contract with alternative waste management companies. Any vendor must be licensed for business in the Village of Caroline and thus will be granted a waiver to operate an alternative garbage collection and disposal system under Part 2, Section 5 of Utility Bylaw 2010-06.
